I face this issue a lot when I'm trying to create a new component and want to reference line and geometry in my model. For example a large circle in plan where I'm trying to make a component in one part of the wall that matches that arc of the circle. I know an in-place component would work but I want to be able to use it in other places as well.

You would create a family the same way you would the in-place component. Then just load the family. you can use model lines witch would show up in all views (3d and floor plans) or you could use annotation lines witch would only show up in view looking perpendicular to the work plane used to draw the lanes.

I suggest you don't add model lines in the family.
You can set reference planes to strong reference in the family and you can dimension to those.
