I am having trouble copying and pasteing a section from one project to another.

I'm guessing it has something to do with the levels.

Is there any way to dis associate the section so I can do this?

Not really enough information. What is the problem you are having exactly?

I have a detailed section with a lot of notes of a deck and stairs.

I could use it in another project

I have tried Copying it to clipboard and then pasteing it to the new sheet. But no go.

What's happening when you try to copy and past?  Are you getting errors?

Yes, getting error messages: cannot copy, Nothing to copy to Etc

I'm now wondering if there might be a way to make it like a "Block" with no association to any project?

You can export the view to cad and import into a detail view in Revit.NOTE - Never explode CAD in your project.  Always import into a junk working project, explode then change all lines and filled regions to your project standards.  Then use import view from file to bring into your project.
