I am trying to flip my dimensions to read upside down (180 degrees) in a viewport. I cant seem to find a family to edit in order to accomplish this. How do i edit the dimension family? Thank you for your time

You are correct, Revit will not display dimensions upside down, it always makes them readable. If you want some dimensions upside down and others rightside up, you can't do that.
You perhaps asked the wrong question. Tell us what you really want because this may be a process issue.... How you control/place your views.
