Sheets  Title Blocks

I guess they are one in the same?

I have only used the 11x17 sheets.

I now need to use the 24x36 size.

Seems the one that comes in Revit 13 is 22x34.

Is this the right one?

The main reason people use 22x34 titleblocks is because it scales perfectly with 11x17. 22x34 titleblocks are fine on 24x36 paper (just double check your print scale so a "scale to fit" doesn't mess up any scale on the drawing(s))

The main reason 24x36 titleblocks are used because people want the most out of the 36" rolls of paper they have.

There isn't necessarily a "right" one to use unless a project or company requires one or the other.

There should be several titleblocks available but if you don't have the correct size, then edit one to make it be correct.  Only scale the print output when you print to a down-sized sheet.
