I have two (2) types of callouts (see attached) that I use. The one on top I like to call "DETAIL" the one on the bottom I like to call "SECTION"
I want to be able to pick one or the other as I place them. So far it's not that simple. If I want to reference an other view, I can only use the SECTION one. I need to be able to use either one.
If I only want to use them for my own work and have them unreferenced, I can use either one.

You say callouts, detail and section ... not sure what you mean there. I have 3 types of sections and they all work correctly as you can see by the attached. The detail one is not a bubble.
Perhaps you created yours differently-?
