View Scale has set values available for use:
12" = 1'-0", 6" = 1'-0", 3" = 1'-0", 1 1/2" + 1-0" . . .and so on.
There is also a custom which allows me to use a custom scale using the 1" = _____ (some value).
What I would like to know is, can I add to this default list. If I woul like many elevation to use a 5/64 scale (I can't actually because I need to input a whole number) I would like to add this to the availability. I understand I can use view templates, but would like to place this in my .rte file.
Any thoughts, or am I missing the boat.

Obviously you can name it 5/64 but there is no way to include this in your drop down list, that is hard coded in the program.
What is bad is that although your scale name will show in the bottom of the view window, it does not show up correctly in the view properties and it will not show up in the view template. This needs to be pointed out to autodesk.
