I have created a topo-surface from a CAD drawing I got from civil. in the cad drawing the elevation of the contuors check out. when I generate teh topo-surface and place the contour labels they read with an offset of 2'-0". why is this happening and how do I resolve it?

Look at your project survey setting.
You say offset of 2' - what, up/down. Grab your whole surface and move it accordingly. If the site looks right now and will not after you move the site, then your building is not located right.

I think I solved it. I believe I changed the value of the elevation of the survey point whil it was locked and so I changed it back and everything is where it should be
