This is mostly typical working within families. You are zoomed in to a particular area, you place a dimension, you go to lock the dimension and the lock is not in the view! You have to zoom out (sometimes quite a few mid mouse scrolls) before finding the lock, then you have to zoom alllllll the way back in to the area you were working.
This is one of those incredibly annoying issues that shouldn't even exist, it is so stupid and makes no sense. It seems like it would be an extremely simple programming solution but yet, here it is 15+ versions of Revit later and it still exists...

Change your view scale when you need to be in close.

Always do. Even that doesn't always solve this problem.
