So we are 75% through the project and the civil engineer has changed the 0'-0" of the project up 1'-0". How can I change the upper levels to read 1' less? Example is my ground level is 0'-0" and my first floor is 12'-0". Now that civil has moved the grade up 1' my first floor will need to be 11'-0". Selecting and changing the level value gives me warnings that different objects will be deleted and my choices are OK delete these objects or CANCEL (sweeps, dimensions, hosted elements). How do I change the levels without having everything deleted?

In elevation view (or section), select any level and in type properties make sure ‘elevation base’ is set to ‘survey point’. Go to manage tab (ribbon) -> position (project location panel) -> relocate project and move 1’ down. You might need to adjust your ground level elevation – just move it up 1’ to make it show desired value.

Again any time I move/change the elevation of a level ground or otherwise I get the warning message saying things will be deleted. Is there a way to move the levels without causing warnings.
