Using Revit 2015 I have created a basement with a level line (that is blue) through it. The level shows up in the browser under plan views but when I click on it I see nothing. View range seems fine...what is going on???

Many possibilities.

1. The view range is wrong
2. No model elements cut
3. The view is cropped away from the model
4. Nothing is on in VG
5. Using phases and view is set wrong
6. Using design options and view is set wrong
7. .... and more

This is a process problem but you don't give us enough information to help.

Well, I changed the phase to Project Completed and it showed up...but I don't really know why. At least I can see something.

Good opportunity to learn.   Search PHASES in your HELP and start reading.
