i'm creating a family for a base plate with 4 bolt holes but i can't dimension the center of the bolt holes?

It would be better to have located the holes by using reference planes and dimentioning to those.

My previous answer was based on dimentioning in the family. If you want to dimension in the project, you will have to make those reference lines "stron reference".
BTW _ for annotative circles, you can turn on the center under properties.
