I have been looking at the other forums to solve this issue but could only find a resolution for what appears to be the opposite of my problem.
I am running into issues regarding new or xref'd layers of a CAD file in Revit. When I initally link in my cad file (in this case the mechanical consultants RCP) to show the diffuser locations I specify the single layer that i want and all is well. The issue comes when the consultant makes changes to the cad file and either adds new layers to the linked file or inserts new xrefs. These newly created layers become visible. I understand i can go into my visbility settings and turn off these newly created layers to solve the issue in a quick fix. However the problem re-presents itself once an xref is unload and reloaded or if new xrefs are inserted. I am finding myself spending hours turning off and filtering through the 'reappearing' layers when all i wanted to begin with was the specified layer I chose at the very beginning.
Is this a bug within the program? or are there specific settings that i may be overlooking? The issue occurs regardless if the xref is attached or overlayed. I am currently using Revit 2013.

Not a bug with revit - just your process.
Don't unload CAD files. Place CAD files in their own workset and load/unload that.
Obviously we can't do much about sloppy CAD processes - you have to deal with your consultant on that issue.
