Also, I have several decals created with different images. When I render the images are all the same?

Be careful on what face of an object that you place a decal.
Decals show in rendered views.

Thanks, I've already read help...
That doesn't explain why all my decals are rendering with the same image....

READ AGAIN - You have obviously not defined your decal types correctly - they are all pointing to the same image.

First, make sure you don't have multiple images in the same place. Then
- Show us a snapshot of your detail types showing the source image for each.
- Show us the properties clip for each of the two image types

I had to find a work around so I did it with materials but using decals would have worked a lot better...
I was hoping this was a known problems....

I have no problems with decals in 2015. Multiple images in multiple places.
What you show us appears to be correct but without see the model, we can't really tell. I think this is still a user error problem. Image must be on the correct face is a normal problem - especially if the host face is very thin.
You orginally said you can't see in realistic or rendered, then you say it renders all with the same image. Which is it?
Run a test - place each of these two images on the same face of the same wall and render that. Maybe that will help you find the problem.

I've done the test and sometimes they show, but I can't figure out what the diference is between the decals that's causing the problem.
When I can get some of them to show up they are all the same....
Frustrating, I agree it is more than likely a user problem almost always is
You have verifyied for me though that it isn't a glitch and that I should be able to do what I'm trying to do.
There isn't a limit to how many decals you can place etc....
I'm not getting the wrong face thing, I make a plain and stick a decal on it, how can it be wrong and how can I tell?

What surface are you placing these images on?
You said you make a 'plain' ... I assume you mean plan. That sounds like you are placing the image on a floor. If you are placing on a vertical surface then go to an elevated view. Do you have multiple floors in the same place? ANy thin floors overtop of structural floors? Be careful of split faces as each of those is a seperate 'face'.

Might be when you are placing decals that you did not change the decal type in the properties menu which would be defaulting to the last decal created.
