I am currently trying to set up my titile block with a grid for section details.
Is there a way to turn off or on lines in a titleblock family?

Click on the line and in the properties, pick the box at the right end of the graphics/visible line. Now you can create a new parameter to turn this line on/off. You can assign this parameter to multiple lines.

You may also use "Invisible" lines for the grid in the title block.
In project, as the mouse hovering it, you will see them and you can snap the intersections.
