So I have added some wooden beams around the deck on first floor, all of them Revit tells me that they won't show up in view.
the problem is not from viewrange because the actuall deck is visible. So where should I fix it?
I have attached photos. one from the plan with the actuall warning and one the 3d view showing the beams.

It is a view range. Some objects like floors and stairs are visible even though they are below the view depth, up to the certain point of course. Structural beams do not belong to this group of elements.
You need to adjust the view depth to see your beams.

it is not the viewrange. I changed it and the walls from basment started showing up but not the beams

Basic, but I have to ask, you have your struct. framing category visible, right? Another thing, looking at your wall fill pattern, it looks like you’re in the coarse detail level. Struct. families are just a line in this detail level. Switch to medium and keep view depth below the floor level, see what happens.

ok so i changed the view depth level to -4" and the beams showed up but the wall cleanups are messed up now.
I changed the detail level to Fine that didn't help before and after view depth change.
I checked the visibility of structural and they are alright. that's hy they showed up after I changed the view range

This is because you have the base extension offset of the ext. wall finish applied. Sometimes, walls do not join cleanly because of that - pita. Personally, I try to stay away from this option.
Just draw a Plan Region (view tab->create panel->plan views->plan region) around the deck with the view depth set at -6”, leaving the main floor plan view depth at 0, and make detail level medium or fine.
