I am trying to create a family as shown in this video (link below) but I cant figure out why I cannot do that !

In the video when he change to  (8"x1"), the two 1" vertical lines remain constant and the diameter of the arch changes. 

I did EXACTLY the same... My problem is when I change to (8"x1") the lower and the arc remain constant and the upper line changes !!! is it because I am using Revit 2014?

Make sure you follow the way they did it exactly.   Attach the family you created

By not locking the geometry to the ref planes, revit applies its own constraints through Automatic Sketch Dimensions. When you turn on the visibility of the ASD (see pic.), you’ll see 2” dim (circled) that is preventing the arc to change the size. Sometimes revit applies the constraints in undesirable way, so it’s better to create your own constraints rather than rely on unpredictable behavior of the ASD. How he did it (on the video)? I don’t know, …luck?

ASD cannot be deleted. You can remove/override them by creating your own constraint in their place.
