I have an office block of multiple levels. I have created groups of furniture such as 4 desks and chairs, groups of bookcases etc. on one typical level view. I now want to copy these groups to different levels in the building. I go to place the group on a different level but it won't let me do this. If I copy and paste they end up on the same level. If I go to 'place model group' it will let me do this on the level I created them but not on any other level.

Placing model group should work just fine unless your views have been made incorrectly. Just open the new level view and place the group.
To copy groups level to level, pick the groups, copy to clipboard then paste aligned to selected levels. The copy command only works in the same view.

The furniture just pastes to the original layer when choosing paste alligned to selected levels.

I think it may have something to do with how the furniture was made in the first place but I don't know what exactly. I made a group with some different furniture and that pastes perfectly to other levels.

Be patient here.... your process is somehow incorrect and it is hard for us to ferret this out. Your most likely problem is incorrectly made views.This is not CAD. All floor plans should be associated with levels. You can't just copy a floor plan and call it a new level name.
Goto an elevation view. What color are your elevation level heads. THEY MUST BE BLUE. If not, then come back and we will help furthur. If they are blue, then come back with a screen capture of your elevation view and a screen capture of your group properties.

IT IS a failure of the program, a flaw. Happens intermitently to me since 2016 version. And with objects as simple as walls. A.I.? Hahaha.
