I am trying to move the way that the primary and secondary topograpny lines appear in my elevation views. I drew the first floor plan at 0'-0" and the basement level is at -10'-6". I need that primary topo line to line up in the elevation to appear at the same level as the basement level. I have tried moving the entire topo surface down. The whole surface will move, however, the topo lines stay in the same place. Please help!

Your topoline will show wherever you have it drawn too.. if you need it down 6 more inches then you need to change your points so they are down 6".

Moving all of my topo points down 6 inches does not change where the lines are drawn in elevation. The primary line at -10' seems to want to stay at -10' no matter how I edit this topo surface. I need that Primary line to be drawn at -10'-6".

It's hard to say without seeing your project but your image of a section cut shows your topo being cut wherever it actually is, you may need to move your section back to where the topo is actually down at that level.

After 2 days of messing with this issue. I finally figured it out! The solution was so easy. Thanks for your help and your quick responses. This website is great!
The solution to my problem:
I had to go to Massing & Site, Click on the little down arrow in the bottom right corner, I then changed my Pass Through Elevation to -10'-6" and all of my problems were fixed.

Obviously, this is a fake site - correct? Afterall, the real earth was here first. So maybe your building would be better off moving up? Just a different way of thinking.
That being said....
If you move the entire site down 6", that will be reflected in the topography. You can check that out by using a point elevation. Place it then move the site down and the elevation will show it indeed moved.
I'm not sure what you mean by "primary" contour lines. Contour line markings and intervals are set in your site settings.
