We have a .dwg that is linked into our project files that we need to reload every time that we open the project to work on it. It doesn't need to be refreshed while in use, only when opening.
Is there any setting that I could choose to have Revit automatically reload a CAD Link when opening a file? (either a specified link or all links, I don't really care)

Revit automatically reloads all links on startup. Read
"Managing Links" it says, "If the source file of the link in your project has changed, Revit automatically updates the link when you open the project." Note to though that if a link is in a workset and that workset is not editable, the link will not be reloaded.
