1. when i draw wall in level 1 it visible in level 1 but not visible in 3d view & vice versa.
2. if i delete the wall from 3d view but also it shows in all orther windows like level 1, level 2, elevations etc then i have
to delete those wall in every window.
3. railing also shows in level 1 but not in level 2 or 3d view.

From what you have written, it soundfs like your process is incorrect.
Revit walls are 3D and will show up in all views with the correct view settings and view range. If you delete the wall in any view, it will be deleted in all other views where it is shown.
So - without any other information from you, we can't say much more. Except, find some beginning tutorials on-line and watch the process of how you add walls and project setup.
