I am creating symbol families for some of our One Line Diagram symbols and am having trouble getting them to snap to where I need the snap points to be. All lines are set to be weak references. I am unable to create another reference plane assist me. I have attached a screen shot of a disconnect family. I need to be able to snap to the midpoints of each side of the square (circled in red) and am able to do so on the bottom and left side but the lines for the disconnect handle are throwing off the upper and right side. I am sure there is an easy solution I am overlooking, any suggestions?

You really should find the "Families guide" on the autodesk site. From that you would read this:

I have tried to modify the reference of the square to be strong and it still does not allow me to snap to it.

The reference planes you have defined pass through the middle of the object - not the faces.
BTW - You can only have one insertion point. But you can have multiple reference planes that you can dimension/snap to.

I understand that I can only have one insertion point (bad choice of words in the title) what I need is multiple snap points. In a generic annotation family I am not able to add additional reference planes to snap to.
Defining the reference plane through the center of the square is the only way I have been able to snap to the bottom and left midpoint of the square. It seems to be taking the overall footprint of the geometry and allowing me to snap to the endpoints of that footprint along the reference plane. I attached a screenshot to show what it is doing when I try to snap to the top.
