How do you know that it's hidden?
I can't hide a view title but I can set the view to No Title. Click on the view and see if that is what was done.

View Titles cannot be hidden but they can be set to none...Click on your view on the sheet and in the Properties type selector select a Title Type

I guess I was wrong, if you click on the actual view and hit hide element it will hide just the View Title (sotra weird). With the hidden elements turned on click on the view and click Unhide Element.. see image

I'll be darned. You can hide a view title but you hide it by clicking on the view - not the title. You un-hide it the same way. Show the hidden elements and click on the view - then un-hide elements.
