i was trying to create my own dimension "tick" annotation but don't know where to do it or if you are able to create your own dimension annotation! at the moment we use the filled dot but that, i feel is too big, so i wanted to create a smalled filled dot!! please give me insights!!!

You can make a new "dot" with a different size b going to Settings>Annotations>Arrowheads. Under the Type pulldown, pick one of the "existing" Dot types, then click Duplicate. Rename the new "type" to your liking, then change the Tick Size Parameter to a new size, then click OK. You now have a new "dot" to use in your dimension settings.
Yuo cannot, however, create a "new" arrow that is some custom geometry. You must start with one of the ones that comes with Revit.
