I have a "L" shaped stair with a landing in the corner. Up the first steps I have a handrail that works great. Once I get to the landing in the bend I started a new guardrail/handrail. The problem is that the guardrail/handrail is on the first floor level. I want it to set on the landing and then proceed up the rest of the stairs. Both rails are hosted to the stair.

Change the base offset in the properties

That was my first thought but look at the new uploaded image. Base offset is greyed out if you have the railing hosted to a stair.

Put a railing in that does the whole stair then modify the sketch dropping the portion you don't want.
