I'm trying to give a 2d detail a "material keynote" using Revit version 2013

it doesn’t seem to let me use the Material Keynote, when I try it I get a "?", though i can use the Element Keynote and User Keynote.  i went into the 2d family to try and find a material keynote parameter but I don’t think there is one. I can give it an actual material, but that’s not what I’m looking to do for a 2D detail

anyone know why I can’t use the Material keynote?

Obvious answer - and I'm not being smart here - You can't use a material keynote because you don't have a material....

For tagging in 2D views, we have an IDF (Invisible detail family) that can be tagged or keynoted.  The family has an invisible circle that will show up when rolled over and a special category line (red) that is set to be off in all views by category in our template.  We turn it on only when needed.  We use this same family in model views to host items in space (outside the building).
