Anybody know anyway to rotate or mirror specific views on a sheet without rotating the whole model?

You have two methods available. Rotate view and rotate view on sheet. You can read how to do each in your HELP.

How to mirror what?
You can mirror objects.
You can mirror project. << Read about that in your HELP as well.
Mirroring a Project
Mirroring a project allows you to mirror (reflect the placement and shape of) all elements in a project around an axis you select (North - South, East - West, Northeast - Southwest, or Northwest - Southeast). When you mirror a project, model elements, all views, and annotations are mirrored. Orientation of annotations is preserved when necessary, for example text does not mirror in order to retain readability.

"How to Mirror what?
I want to mirror a view on a sheet. For example I want to show 2 versions of the same floor plan but one is a mirror of the other.

Sorry - this is not CAD. Views are model based - not just lines like CAD.
You would have to mirror project, then link the mirrored project in (new location) and use linked view. That will work.

Right.. Thats what we currently do and its a maintenance nightmare, but its interesting that you can rotate a view but not mirror it!

Nothing "interesting" here. Rotating a view is just that.... doesn't mess with model - just changes the point of reference. But a mirror is completely different.
I don't understand why it is a nightmare? Is it because of changes? Just re-mirror the project and reload the link - done.
