Where can I find average measurements for rooms and areas such as gym, cafe, lobby, lockers etc.. to use as a reference/base for my project.

These are not standard rooms.  You can googe something like basketball courts to determine a size for and also just search for locker sizes however there are MANY size available.  As for a lobby those will be determined by the number of people that will be utilizing it.  The cafe you could determine what casework and how many people it should serve to decide on a room size.  Again these are not standardized so you will have to do what you actually need.

check out building code for your location/country.

you will need some sort of guide to likely people numbers, class sizes and students using the gym etc at any one time.

occupancy of rooms determined by so many m2 / person.

same with corridor and fire exit dimensions etc.

the building code will guide you as to class of building and type of construction required for fire rating purposes.
