Hello,
I am attempting to create some sort of 3D wall feature that extrudes out of the wall but I am only able to create extrusions/mass models on the floor. Is it even possible to create some sort of extruding wall feature on the wall using section or elevation view?

Yes, you can create in elevations or sections - just set the appropriate work plane.
BTW - anything created on the floor can also be moved up ... or even created above the floor based on the extrusion start / stop.
