I am trying to set up a template file for my office and I'm running into a frustrating problem with keynotes. I've tried to find the answer but have come up empty so far.
Everytime I try to place a keynote, it automatically defaults to the tag associated with the element I am keynoting, i.e if I keynote a wall, it uses the wall tag, if I keynote a detail component, it wants a detail tag, etc. I am never given an option to load a keynote tag, and in fact manually loaded one which it won't recognize - there seems to be no location to define your base keynote tag.
I did a test by creating a new project, and the new project uses a single keynote tag regardless of what it is keynoting, which is what I want. I've already completed the majority of the template, so I'd prefer not to have to start over.
Is there a setting somewhere which defines how the keynote acts?

Placing a keynote is a seperate process from tagging so pick the keynote pulldown. Then, from you HELP, you can read that you have 3 options when placing keynotes:
Types of Keynotes
- Element. A keynote can be applied to an entire element, such as a wall, detail component, or door.
- Material. A keynote can be assigned to a material that has been painted on a surface, and to materials assigned to the component layers of an element. Material keynotes are not supported for the insulation drafting tool, the detail components line and filled region, or wireframe views.
- User. This option provides a way to use commonly used notes or phrases to address documentation issues. These additional user notes must be added to the provided keynote text files or included in one that you create. See Adding Keynote Categories.
So you need to pick the correct option. User keynotes are un-assigned so you can do them to anything and more than one keynote can point to the same object.

Thank you for your reply, however the problem is when I use a keynote, be it element, material or user, and go to place it on an object, it changes into a typical tag for that object.

What version Revit are you using?
Are you sure your not picking "Tag by category"?
Are you sure you just don't have a keynote type that looks like your wall tag? << Look at the type properties of the tag before you place it. There is a pulldown where you can pick the keynote tag type to use.

I am using Revit 2013. I am certain I am using keynotes. The tag doesn't just look like the wall tag - If I try to place it on a door it is a door tag, but if I try to place it on a window, it becomes a window tag. In essence it is functioning like tag by category except that I am selecting the keynote tool. I am not getting the ability to change my keynote tag prior to placing it either. When I go to place it, on the bar just below the ribbon it says "Place User Keynote", however for the properites it has no keynote tag selected and just says generic annotations. Clicking on Edit type brings up the type properties with everything greyed out.
If I do the same in a new project, the bar below the ribbon says "place user keynote", but the properties window displays the Keynote Tag and if I click edit type, I have the option of editing the tag or loading a new one.

Keynotes work properly on our 2013 version. If you look at the pulldown beside the question mark and click on about AutoDESK 2013, you should see Update Release 3 or at the very least release 2. If not, then that may be your issue. Otherwise, you may have a corrupted program and you would need to do a re-install.

I just encountered the same issue, that when you try to place a keynote with "User Keynote", Revit defaults to a "Tag by Category". I found that even though my user keynote family was loaded, the solution was to simply reload the family. I hope you were able to find a solution when you had the issue, I'm only replying now because I didn't find a solution elsewhere online.
