I have a stair that will seamingly not accept a railing, when I place a rail by host nothing happens, when I try to sketch a rail it remains flat despite the stair being selected at host.

I am missing something? Thanks for any help...

The sketch line has to be on the host.  If you want the railing outside the host, set the offset for the railing when you sketch it.
