How do I rotate a site and topography to a plane without moving the building on that property?

Select everything you want to rotate, topo, property lines, trees etc then use the rotate command. Use visibility graphics or filters to finite your selection.
Just don't pick the building. There's also going to be some cleanup. Probably a good idea to use some reference planes to make the rotation point.

Well you weren't lying about the "clean up work". My plants and downspouts decided to elevate/offset themselves randomly, but 1000 thank you's. I can't imagin the amout of work you saved me. I think that I've discovered that in the future I should have my site in one project and my structure on another and then link them. this would have made the process simple. Do you concur?
Live and learn I guess.

Yes, seperate the site from the building and link.
