I created a level (Level 01)...and either deleted or never created the elevation view w/ tags.
When I realized that I needed to look at the elevation...the elevation tags weren't there identifying the levels.
So, I created elevation tags and it created new levels. That's fine for Levels 02/03 (which I haven't worked on yet)...but I want to keep using Level 01 as my first floor level.  ...the one I created) But it's not syncing with the elevation tag.
If anyone can make sense of that...I'd appreciate some feedback.

In order for grids, levels, reference planes, view tags, elevation tags to show up in opposing auxiary view their cut planes and clipping planes must intersect each other. Although your terminolggy is off from what I can deduce the clipping plane of youe elevation does not intersect the boundaries of the plan views / levels.
This concept can be tricky to expalin on screen let alone in a text posting.
Although it is a little dated but the theory still stands) what you really need is this video series.
