does any body know how to create a new parameter on a titleblock sheet like a "client code"???

In the titleblock family editor,create a new label and create a new shared Parameter to use in the label. Load the Shared Parameter into the Project Parameters under the Project Information category.

You will need to reload the titleblock family to the project also. If you want the new parameter in all future drawings you can load it into your project template.
