I've got civil plans that establish site topo and landscaping plans that establish material footprints. What I'd like to do is project the material footprints onto the topo surface so that I get an accurate depiction of the site contour and elevation with the proper material types depicted and quantified. I know it's possible to split a topo surface, but I've yet to uncover how to assign materials to the split regions.If anyone has the solution I'm looking for I'd very much appreciate it. Thanks in advance!

Just pick the split area and change the material properties.

Achieving the material works great EXCEPT what I'm truly looking to achieve is the ability to accomplish essentially what you've recommending but instead of assigning just a material, I'd like to assign a floor type that can have multiple materials associated with one another. i.e. a sidewalk floor type w/ concrete & base sections.

It is not a floor!
If you want to call it something and indicate that by surface, then just do that. No need for material "layers" like in a floor.

Perhaps it's more succinct to say that I'd like to align a floor to a toposurface.

If you are just tring to create a paved surface - like a sidewalk, then I suggest you don't. Floors - slabs - work for flat or one direction slopes but beyond that they don't work well at all. No need to model anything except the surface and split regions will do that and give you an area feedback as well. Any sections through this can be taken care of with detail work.
Revit doesn't do well with Civil needs - look at the civil add-on programs for that. If the above answer doesn't satisy you, you can do a lot more work and model some of this using sweeps. There are other threads here on RC that describe that process. GOOD LUCK!
