Greeting,
want to ask if Revit can make conc. upstand for stair, with BASE sweep on treads and risers..?

That dwg file is nothing to me, if you are asking if revit can create a monolithic stair with treads and risers the answer is YES.

You want the "base" of your Monolithic stair "Stepped"??? you have an option for that in the stair's properties.
