Hi, i'm using Revit Architecture 2013 and i can't make a new structural plan
because it's missing from where it should be under View > Plan views.
Can someone please help me fix this? or maybe tell me another way to do sturctural plans?
Thanks!

I believe Revit Architecture does not (by default) have a structural plan.

Create your floor plan - plan views / floor plan <uncheck - do not duplicate..> then pick your level. Now set the view properties to structural.
