Is there a way to make a window and panel assembly like in the pix attached?   The only way I can think is to make a wall with cutouts that I infill with curtain wall.  If curtain wall inerst are the way to go, is there may be a way to insert curtain wall "windows" in curtain walls, which may be schedule-able?

Just use a curtain wall and change the glass to be spandrel where you need it.  No need to "make a wall with cutouts" the curtain automatically cuts the wall.  You would schedule the whole curtain wall as one type.

Cutting curtain wall into a stacked wall appears to not work.  Is that your understanding?

I'm not having a problem at all.  I just draw the stacked wall first then while still in plan view draw the curtain wall right over the stacked wall.  Then I change the portion of the glazing I don't want clear to a solid.  See attached. Not sure what the problem is, you don't give enough information.

Yes it works.  looks like you have to select it in plan to get at the core CL of the wall.  I just couldn't pick it in 3d iso view

Curtain walls, with spandrel panels. You can make them as complicated and parametric as you like, but it's a fantastic way of controlling dimensions and join conditions between panels.   I have a very low opinion of complicated wall joins across floors...

 

I have had poor success with stacked walls, and greater success with curtail wall systems. 

 

Here's an example.   Wall, Window+mullion, and spandrel panels nesting perfectly.
