I an using the topo to locate elevations on the site plan. The surveyed elevations are on the property line. After laying out the topo, the topo boundrey sits on the property which makes the property line difficult to read when plotted. Is there a setting that turns off the boundry to the topo to allow the property line to show?

Couldn't find a simple switch, be sure that your property line is of a heavier pen weight than your contours. Your Elevation Tag should have an opaque background selected also to be sure to mask the line under your text.
Another option is to edit the points of the topo to stretch them outside the property line, which will remove the conflict between the contour edge and the property line.
