I cannot figure this out.

 I am trying to rotate tables in a drawing to make them perpendicular with near-by walls. Every snap available works, except for the one I want. I have tried the shortcut override while in the active command and it does not work. I have even gone to the manage, settings, snaps dialog box and deactivated everything but perpendicular…and it still does not work.  Has anyone had this happen before? Any ideas?
