I'm want to show exposed roof truss rafter tails, so I don't want roof truss/joist material layer to show up as solid. How do I do this? (I want to keep the plywood and roofing material layers solid.)

What exactly are the layers of your roof?  Your saying you have one thick roof say 2' thick that includes your roofing material, plywood and trusses?  You aren't going to be able to do what you are trying to from what I gather.  If you have roof trusses I would actually put the roof truss family in. Then I would have the actual roofing construction as its own roof.  Another option would be to have 2 roofs, one with the roof truss/joist layer and another with the rest of the roofing layers and in your view override the graphics by element for your roof truss/joist layer and change the transparancy. The only other thing I can think of is to create a material for your roof truss/joist layer and make the actual material have some transparancy however this would affect all views.
