Currently, Toposurfaces only report their elevations using project points. They do not report their elevations as survey points. If you want to make a change to a point from a revised grading plan received from your civil engineer, you would need to take that revised survey point, translate it manually using a calculator, and input it into the toposurface as a project point.
Revit need to add an option to have the toposurface be able to toggle how it report its point,s giving the user the option of using survey points or project points.

you could use this tool to retrieve a CSV file with the points of the topography and edit it in excel if you want http://puntorevit.blogspot.it/2014/01/topo-to-csv-external-command.html
