(revit structure 2013) so i was sent a project central model, and i am trying to add my own section cuts to the plans but i cant see them. i have tried to copy the existing cuts but that doesnt work either. im not sure what to do. (the same issue is happening with model elements)

Is your phasing set correctly. Not really enough information, it could be multiple things.

Not alot of info I agree but lets start with this:
Sections have a property called "Hide at scales courser than". In other words if the scale of the plan view is set to 1:200 or 1/16"=1'-0" the section view gets created but the symbol doesn't show up. Open the Section view itself and compare this property with the scale of the floor plan that you cannot see it in.

this is my first run with 2013 so perhaps some things are different, but whenever i want to create the new section the "properties" box is empty and typically i am used to there being options like what scale the section should be cut at...

Nope, you won't see any properties 'while' you draw the section. Only after. The scale of the section will mimic the scale of the view you are in.

You can set a view template to use when creating the view initially but it will not be assigned. See attached. Edit type then view template applied to new views.
