I am trying to make an elevation sheet but it wont let me change the font size of the tag or the size of the font for the elevations

Annotation is controlled by the view scale.  Change the scale in the view and the annotation will automatically resize

that only changed the size of the building view on the sheet not the actual font size

Your font size on your sheet will always read the same as you have it set.  Our office standard is 3/32" and revit will always automatiacally resize the text in the view. If you want to change the view title text size you need to go into the family and change it.

All text in Revit is related to paper (printing) size.  View titles are set in the family and have to be edited there.  Elevation markers are set in the elevation marker family as well and text is set in the text type settings.
