Is it possible to convert a wall based family to a floor based family? Without copying the element from the wall based family to the floor based.

There is no way to do this that I know of. And I doubt that you can copy anything from one family to another. You will have to build your family from the correct template.

You should be able to copy/paste the elements from family to family (make sure both files are open), but you are going to lose all the constraints. If this is a parametric family with more than a few elements it's likely going to take WWHub's suggestion and just start from scratch.

Can I suggest that if the family does not need to cut it's host that you make it an un-hosted family, and if you need to cut it's host you can make it a faced based family, and use the new Cuts with void when inserted feature.
anothe advantage of a face baced family is you can nest it in a wall based, floor based, ceiling based family if you need to, allowing you to quickly make the variations you may need, you just need to map the parameters through.
