I have an existing building that I need to show demo building elevations and sections as well as new building elevations and sections.  Right now the reference annotations are place on top of each other and are showing on all plans.  I want the demo elevation and section references to only show on the demo plans and the new elevations and section references to only show on the new plans.  I have tried putting the annotations on phases, tried demoing them, and tried hiding them but nothing worked...  Any help would be greatly appreciated!

After a quick test it appears that both section bubbles and elevation bubbles do abide by the regular rules of phasing and I was able to get them to appear and dissappear by manipulating the phase of the view, the phase filter, the phase the bubble was created and the phase the bubble were demolished.

I have a feeling you are not be fully versed on the view phases, view phase filters, element created phase and element demolished phase.

Having said that you can always use visibility graphic overrides to turn off any annotation in any view.  So that would also solve your display problem.

Thank you for your prompt help!  I will hide them for now and I am just getting familiar with Phases in Revit so will attempt that method on the next job.
