I get unpredictable behaviour when trying to lock lines. I will try to attach a file to demonstrate this.
In the file, in the Ref.Level floor view:
when I drag the reference plane on the left, it moves the nearby diagonal line with it, without changing the angle of the line, changing its position relative to the reference plane Wall face
When I drag the right reference plane, it moves the right end only of the right hand line, changing the angle of the line.
Both of these lines appear to be only locked to the Centre/Front/Back reference plane, so why are they behaving differently?

I had a look at your family and it's clear what you say. You need to understand the basics and you are short a few reference planes.
1. Start with the correct family template file.
2. Create the reference planes
3. Create dimensions and paramters.
4. Flex the model
5. Lastly, add the linework. Your family is simply not ready to have linework. The lines and solids ALWAYS goes in last. NEVER FIRST.
Do not start drawing any lines or solids etc until all the reference planes are behaving as expected.
Hopes this helps.
See attached image with suggested reference planes and dimensions that need to be turned into parameters.
Erase all your lines and start again using the steps above. Should only take 15-20 minutes to make this profile family.
