So I am all out of ideas. I built this window mullion family "Glass Panel with Mullions2" which works great. I will add one more feature to it incase the arrayed mullion count equals 1, no problem there done it before thanks to everyone here. However, when I nest this family into another family and tie the paramters together, I get an error which cannot be ignored "Contraints not satisfied". My first step is attaching and locking the width and height instance parameters to the referance planes, I test it by flexing the reference planes with no problems. The next step is tying the integer parameter of the virtical and horizontal mullions to the array parameter in the nested family without error, Finally I try and test the family by flexing the reference planes one last time and thats when I get the error message which cannot be ignored "Constraints not satisfied". I tried different family templates, rebuilding the family, changing the type parameter to instance parameter, without success. Can anyone help?

Are you trying to get it to this? I modified your family to make the workflow of your arrays smoother.

OK I opened the attachment and everything you did works excatly how I need it to work. However, when I took your family and nested it into a window family template, I get the same error message when I test it by changing the windows height and width. What am I doing wrong, and what are you doing right? See the attached window test family using your mullion system.

Is this what you wanted? If so you dont need to lock all 4 sides of the frame to the 4 reference planes. Just the left and bottom. Also make to overide your height and width parameters when nesting.

Yes! Works great.
Ok so now I understand, tried it for my self and worked. thanks so much. The height and width parameters of the window need to be tied to the height and width of the nested family. Only lock one side of the instance parameter to the reference plane, to avoid the error message I was getting, over constraining the model.
I am curious, are the other ways people would have made a fexible mullion group different then this one?
