When you change the scale of a elevation or section view the drawing scales the dimesnions and these elevation lines and bubbles. If the scale is to a point the text part gets belnded with the other level text. How can I override this?

That's the beauty of Revit, everytime you change the scale in your view, families follow that and change the size/dimension.
You'll have to edit that family and change it like you want.

I think your question is confusing. "... the drawing scales the dimesnions and these elevation lines and bubbles...". << This is not true. True annotative elements do not scale with the view - just model elements. The level head - text are always the same paper space size.
So what are you really asking.

Well when I have to reduce the scale to fit the elevation on the drawing sheet, the text next to the bubble gets big and sometimes run into other text lines.

The text doesn't get big. The other model elemnts get smaller in relation to the text and thus - some text may run into other text.
You should set up your views to the scale you want and place the text accordingly. If you need two different scle views of the smae thing, copy one view with annotations then change its scale and adjust the location of your text accordingly.
