There seems to be a few older threads on this but after reading them I am still non the wiser to a solution.
The attached image shows a cut section through part of the model with a 'pad' placed approximately below the building whilst I have been moving it about trying different things.
The toposurface is Existing Phase and Phase demolished - None.
The Pad is Phase 1.
As you can see the toposurface is still above the pad in the model, no matter what phase I put the pad at it doesn't change. I've tried every combination of existing and phases across the surface and pad with no luck.I've never had this problem with Pads before, anybody shed any light?

It looks like your toposurface is above your pad on the right side and it looks like it is cutting it fine on the left side.

Are you sure this is a PAD, it looks like a floor?
Did you create a graded region?

teafoe5 - The ground level is lower on the left hand side that is why it goes below the pad, that pad still isn't cutting it here unless I am minunderstanding what you mean?
WWHub - It is drawn as a Building pad from the Massing & Site Tool bar, haven't created a graded region. Not had to do this before to put a pad in?

Please tell us what release you are working in! This should always be in your starting post.
I have not had any problems with PADS up through 12. I have not yet done one in 13.

As I posted earlier, I have no problems in 12 and just did another similar to yours. BTW - Your Phase 1 means nothing to us. That is your term.
I suggest you delete your site because I think you have two in the same place. If that deletes your pad but the site is still there, then you deleted the wrong one.

Sorry I am posting this problem on behalf of a collegue, I haven't worked on phasing before so wasn't sure if that was a standard setting or not. The model is set up with existing, phase 1 and phase 2 works. These are correctly in order within the phases menu. I couldn't see duplicate topographies when looking, that was something that I checked, but I will pass it on to check.

You know what? I've had my first problems ever with pads and topo surfaces just the other day, in 2012. They've been acting very strangely in a certain project, either not cutting the topo, or allowing a 2D sliver of topography to rocket up into the sky between two flush pad joins.
The one instance I had of the pad not cutting the topo at all--had no explanation. I trade changing the level, I tried raising it, dropping it, I made sure there wasn't another hidden surface of some sort that it was attached to... nada.
I ended up simply remaking the pad, totally fresh, and that resolved the problem. But the existing pad was hopeless.
My project has no phasing.
