Revit 2013
I am trying to learn how to properly use design options. Any hints would be welcome. Present issue is that I would like to create a section and it's not allowing me to do tihs. Section shows up however it's shaded . thjinking it will all work properly when I choose my primary option however would like to have that control of the work in the meantime. I do hope this makes sense.

Section and elevation tags can not be altered while in a design option. These elements are part of the base model and you can control the VG of these to show the proper design option.
